Sylvania City Council approved several development and city improvement measures during its Oct. 5 meeting, including a zoning change for a Brint Road housing project and funding for website and digital permitting upgrades.
Mayor Mark Frye summarized two public hearings held before the meeting.
Developer Ryan Wamsher of Millstream Development requested an overlay zoning district from R-1 to R-1 PD for property on Brint Road, immediately west of King Road. The overlay will allow construction of three single-family homes and one two-family home on four lots. Council approved the zoning legislation.
Frye also reported on a public hearing for a Special Use Permit request for a proposed 7-Eleven convenience store and fueling station at the former Rite Aid location at Alexis and Elliott roads. The request was submitted by Matt DeWood of Sylvania Marketplace and 851 Alexis LLC. Council took no action after the public hearing.
Municipal building renovation
Service Director Joe Shaw recommended two change orders on contracts for the Craig A. Stough Municipal Building renovation project.
Council members approved a $780 reduction in the city’s carpet installation contract with Reemsnyder Decorating. The change order for office furniture from Friends Office Products resulted in an additional $3,975.60 for office chairs, offset by reductions for seven items not installed with the project.
Cooperative agreement
Council also approved a joint cooperation agreement with the Sylvania Township Trustees and the Lucas County Board of Commissioners for subdivision road resurfacing and resurfacing of Sylvania Avenue/McCord Road intersection.
Website upgrade
The city also accepted a $109,017 contract, spread out over a four-year period, from Revize LLC to redesign its website and a $41,000 proposal from Naviant LLC to develop a digital permitting application portal for Utilities and Zoning Departments.
The new portal will allow residents and businesses to submit permit applications and supporting documents online. The OnBase system will store and index documents, notify reviewers, track payments and streamline the permitting process.
Roundabout right-of-way
For the planned Brint Road/Main Street/Holland Sylvania Road roundabout, council approved $130,540 for right-of-way acquisition services from West Erie Realty Solutions Ltd., $18,250 for appraisal reviews from Brian W. Barnes & Co. and $1,000 for relocation services from JBH-RW LLC.
Lighting project
Council also authorized Shaw to advertise for bids for the Monroe Street lighting project between Harroun Road and Acres Road.
The next Sylvania City Council meeting will be held on Oct. 19 at 6:30 pm.
